essential members of the Lesotho community. With its commitment to advancing financial inclusion, 4D Climate Solutions paves the way for a more inclusive and economically vibrant Lesotho.

LHWP Climate Change Vulnerability Assessment and Development of an Adaptation and Mitigation Strategy

(Ongoing)

4D Climate Solutions is undertaking a significant assignment focused on vulnerability assessment and the development of an adaptation and mitigation strategy. The project specifically targets the Lesotho Highlands Water Project (LHWP) Phase I and Phase II. The study encompasses three essential elements
of potential climate change impact, addressing its effects on LHWP infrastructure assets, vulnerable communities, and the environment within the LHWP catchment area.

The assignment’s detailed tasks include conducting a comprehensive Baseline Study to establish a clear understanding of the existing conditions and climate-related challenges in the LHWP region. A Vulnerability Assessment will be carried out to identify the areas and communities most at risk from climate change impacts. Building on this assessment, 4D will develop both an Adaptation Strategy and a Mitigation Strategy, outlining specific and prioritized activities aimed at enhancing climate resilience and reducing adverse impacts.

Moreover, 4D will formulate a comprehensive Climate Change Response Strategy, which will guide actions and interventions for effective climate change adaptation and mitigation measures within the LHWP region. As a critical component of the project, 4D will engage in extensive consultation with stakeholders, fostering collaboration and ensuring that the strategies developed align with the needs and priorities of all relevant parties.

Agricultural Insurance Feasibility Study in Lesotho

(February – December 2020)

In a successful partnership with RMSI India Pvt. Ltd., 4D Climate Solutions conducted a comprehensive Agriculture Feasibility Study in Lesotho, funded by the International Finance Corporation, a member of the World Bank Group. The primary objective of the study was to explore the market potential for smallholder agricultural insurance in Lesotho. It focused on identifying insurance providers willing to offer this type of insurance, as well as the factors that may enhance or limit their entry into this market. Additionally, the study examined the potential for integrating insurance within the priority value chains, which encompassed grains, dairy, horticulture (fruit/vegetables), poultry, piggery, and fisheries/ aquaculture.

The study involved an in-depth review of existing data and information, including agricultural insurance policies and regulations in Lesotho. 4D facilitated extensive focus group discussions with various stakeholders, such as producers, aggregators, off-takers, buyers, and sellers, including agribusinesses, banks, MFIs, NGOs, input companies, village savings groups, and cooperatives. Key informant interviews were conducted with insurance companies and brokers to gain insights into the market dynamics and opportunities.

Additionally, the study explored the organization and alignment of the agricultural value chain, involving farmers, farmer organizations, private actors, state-owned enterprises, and government-subsidized private and public actors. 4D also conducted a meticulous assessment of existing weather and crop data, crucial for developing effective agricultural insurance products.

By conducting this comprehensive Agriculture Feasibility Study, 4D Climate Solutions demonstrated its commitment to advancing climate-smart solutions and supporting the agricultural sector in Lesotho. Through robust data analysis and stakeholder engagement, 4D continues to pave the way for climateresilient practices and sustainable development in the region.
